About Us

Founded in 2005 by the Pennsylvania AFL-CIO, the primary mission of the KDP is to develop joint Labor/Management training partnerships and to further assist them in accessing the resources needed to insure future sustainability.

The KDP is a non-profit corporation underwritten by the Pennsylvania Department of Labor and Industry and is dedicated to both enhancing and expanding the knowledge and skills of the Commonwealth's working men and women.

The role of the KDP is to assist companies and unions in the design, development and implementation of quality skill-building programs based on real-world data and the human resources of their own organizations.

The "Keystone" model places the highest value on worker participation in the development of training programs, as well as equal decision-making in the implementation of those programs.

The KDP goal is to broaden and advance the knowledge and working skills of Pennsylvania working men and women, allowing for the creation of superior and competitive work organizations in both the private and public sectors.

As a non-profit 501(c)(3), the KDP serves as the pilot organization for Labor/Management Training Partnerships in Public Transit, Electric Utilities, Manufacturing and Administrative-Clerical.
